Hon’ble Governor of Assam Shri Gulab Chand Kataria released the inaugural edition of the “International Journal of Advanced Robotic and Innovative Surgery”, the official journal of the Association of Robotic and Innovative Surgeons (ARIS) in a glittering function held on the 11th of June 2023 at a city hotel in Guwahati.

It was a historical moment last year when in the month of April 2022 the First Robotic Surgeons association of India and South east Asia was born in Guwahati. Within a short span of one year the association has trained over 80 Surgeons and have also been affiliated with the Sri Ramachandra Institute of Health and Educational Research, Chennai.

The Other dignitaries present on the occasion were Dr. Ashok Puranik, Executive Director, AIIMS, Guwahati and Prof. P.K. Iyer, Officiating Director of IIT, Guwahati.

Prof Subhash Khanna, the Founding President of ARIS and Chief Editor of the Journal, in his address to the audience spoke about the challenges of establishing a robotic system in small towns and how the access to this brilliant technology, for both clinical use and learning perspective has been a challenge across the globe for last two decades. He also spoke briefly on the birth of the Association of Robotic and Innovative Surgeons, the first independent Asian association dedicated to the development of Robotic Surgery and how it is committed to continue pushing the boundaries of medical innovation ensuring that surgical community receives the most advanced surgical model available including robust training and support system. While speaking on the occasion Hon’ble Governor of Assam, Sri Gulab Chand Kataria congratulated the editorial board for coming up with the first such journal on Robotics. He also expressed that no technique nor procedure is complete unless the work and its clinical outcome is published in peer reviewed journals. He expressed his desire of the technology to be made available for masses. While speaking on the occasion Dr. Ashok Puranik, Executive Director, AIIMS, Guwahati and Prof. P.K. Iyer, Officiating Director, IIT, Guwahati expressed happiness on such a development and expressed their views on that ARIS should come with innovative work jointly with the research scientists of the IIT, NIPER and AIIMS.

The meeting was also allotted by Prof. USN Murty the Director of National Institute of Pharmacological Education and Research and Prof. Ramesh Chandra Deka the V.C. of Cotton University and a galaxy of other dignitaries including many past presidents of Assam Surgeons Association.
Dr Belal Bin Asaf the robotic thoracic surgeon and sectional editor of the thoracic section also attended the programme whereas all overseas editorial board members did join virtually.

The editorial board members of the Journal are Robotic Surgeons from all over the world encompassing all specialties and the Journal shall be an Open Access Journal and shall be released quarterly from next year as informed by the Deputy Editor Dr. Raj Palaniappan of Apollo Hospital Chennai.

He mentioned that the Journal shall publish articles in different domains of robotics, including patent studies (technometrics) and web-based studies (webometrics). It shall also publish articles that apply science-technology-innovation indicators to draw insights into country/regional/sectoral research, innovation and entrepreneurial ecosystem. Articles in areas of contemporary focus such as open science, new tools, and techniques including new approaches for information retrieval, metrics, and new forms of publications among others shall be encouraged.

Highlighting the need to draft laws in clear words to maintain the integrity of the democracy in India, the Home Minister, Amit Shah on Monday inaugurated a training program on Legislative Drafting organized by PRIDE and ICPS for officers of Parliament, State Legislatures, and ministries in New Delhi.

The Home Minister quoted how a temporary provision clause in Article 370 made it an irrelevant law, which had to be removed. He said a law should not be temporary, but instead should have an option of amending it. Under the aegis of Prime Minister Narendra Modi’s leadership, since 2015, over 2000 irrelevant laws were abolished.

During the programme, the Home Minister said, “The draftsman should have a good command over language because it is very important to reflect the spirit of our language, mere translation will not work, but it should convey the message clearly.”

The Home Minister praised the four pillars of the government, as they continue to fulfill their responsibilities to uphold the integrity of our democracy. His speech ended by denoting the importance of drafting laws as per changing times, to stay relevant.

The signing of the Assam-Arunachal Pradesh Inter-state Boundary Agreement involving a stretch of around 800 km Thursday adds another feather to Home Minister Amit Shah’s already decorated cap. The historic pact will not only ensure a long-due truce between the two neighbouring states; but will also act as a catalyst for further progress of the entire North East region, on course to regain its lost glory for some years now.

The pact, a brainchild of Union Home Minister Amit Shah, will permanently eliminate the scope for raising any future discord between the two states in matters relating to any area or village. The agreement, eighth in line signed in the North East in the last four years, is aimed at perpetuating peace and stability in the region which has enormous potential for economic development.

The agreement was signed in the presence of Shah, who is of the considered view that development cannot be achieved without the prevalence of peace. According to Shah, development requires cooperation and diligence and not agitation or disagreement.

Speaking on the occasion, Shah indicted previous governments for their inaction which otherwise would have brought such disputes to an end. However, Shah said that the Assam-Arunachal agreement would surely pave the way for the future development of the entire region.

Once a thriving business and economic centre, the North East region comprising Ashtalakshmi (the eight states) lost its lustre to agitation, ethnic conflict, unrest, militancy and separatism. Immediately after taking over in 2014, the current dispensation took upon itself the task of bringing in a lasting environment of peace, stability and prosperity in the region under its “Act East Policy”.

The Home Ministry took a three-pronged strategy to deal with the challenges. While the first was to preserve & promote the dialects, languages, dance, music, food and culture to draw the attention of the rest of the country; the second one was to put an end to all disputes in the region and make it a peaceful and stable region. The third strategy of the Modi 1.0 government was to make the North East a developed region.

Under the leadership of Amit Shah, the home ministry diligently worked towards promoting peace and stability in the region and enhancing the dignity, culture, language, literature and music of the region with a “Whole of government” approach. A victim of negligence and the step-motherly attitude of Delhi for a very long time, the North East has now started coming back to the mainstream of development, shunning violence and militancy.

The current dispensation has also taken several steps towards economic development in the area. Apart from enhancing budgetary support in a big way and taking up various North East-focused schemes, the government has also recently launched the Rs 4,800 crore Vibrant Village Programme (VVP) for the region. A whopping Rs 2.66 lakh crore has been spent on the infrastructure development programme. DoNER ministry’s budget has also been significantly increased.

Compared with 2014, incidences of violence have come down by 67% in 2022. During the same period, a casualty in security forces has decreased by 60, civilian deaths by 85% and a mind-boggling 8,000 militants have surrendered to come to the mainstream.

Accordingly, the periphery of the Armed Forces Special Powers Act (AFSPA) has been largely reduced in the North East and the disturbed areas are now turning into aspiration zones. (ends)

On the auspicious day of Hanuman Jayanti, Home Minister Amit Shah unveiled Thursday a grand 54-feet tall statue of the Lord at Sarangpur temple in Botad district of Gujarat.

In a series of tweets, the Home Minister said that the magnificent statue, made up of Panchadhatu, is a wonderful example of Indian sculpture and craftsmanship. The statue will become a centre of reverence for the devotees visiting the place in the coming days.

“Today, in one of the grand temples of Kesarinandan, Salangpurdham (Gujarat), visited Maharajadhiraj Hanuman ji and offered prayers at the world-famous Shri Kasthabhanjandev temple. Devotees have unwavering faith in Bajrangbali ji’s Kashtabhanjan form. Worshiped the Lord for everyone’s welfare,” Shah tweeted.

Shah also inaugurated Sri Kastabhanjandev Bhojnalaya at Salangpur Thursday, built at a cost of Rs 55 crore. In this hi-tech kitchen made of clay tiles from 25 pilgrimage centers, food will be prepared for more than 20 thousand people in an hour. This is an important public service effort of Sri Kastabhanjan Temple, Shah said in a tweet.

From improving coordination between different government agencies to enhancing vigils across the coastline and destroying illicit cultivation of poppy and cannabis, measures initiated by the Home Minister Amit Shah are set to make Prime Minister Narendra Modi’s “drug-free India” dream a reality well within the “Amrit Kaal” deadline.

Among the prominent measures that include strengthening the institutional framework, ensuring coordination with NARCO agencies and launching a massive awareness campaign to sensitise common people are already yielding results. The value of overall seized drugs rose to Rs 22,000 crore during the 2014-2022 period, more than 30 times the value reported during the last eight years (2006-2013) of the UPA regime.

According to official data, during the 2014-2022 period, a total of 3,544 cases have been registered against those involved in the drug business, nearly double the number reported during the 2006-2013 period. Also, the number of persons arrested trebled compared with the eight years of the UPA regime beginning in 2006. At 3.73 lakh kg, the number of drugs seized more than doubled.

Shah believes that drug abuse, if not eliminated, would make the country’s youth an unproductive burden on society. There is enough evidence to show that drug money finds its way to terror funding.

Shah launched a special drive to prevent the smuggling of the drug through the sea route is yielding tremendous results It is estimated that 60-70% of narcotics drugs smuggled into India find their way mainly through the sea route.
Following Shah’s direction, the Home Ministry has made it mandatory to scan all suspected containers and directed the ministry of shipping to take necessary steps to ensure that there was never a let-up. The management of container scanners and related equipment has also been reminded of the ministry’s zero-tolerance approach to this issue.

At the same time, Shah has also ensured that all suspicious financial documents are analyzed individually, investigations are done, and assets created out of drug money are seized. In 2022, the Narcotics Control Bureau (NCB) conducted a financial investigation in 27 cases where property worth Rs 16 crore was frozen.

An inter-ministerial committee has also been constituted to study the best practices being followed by other countries on the issue of transnational drug trafficking through the maritime route.

Intending to control the international drug mafia, Shah has ensured coordination with international agencies such as Drug Enforcement Administration (DEA), Australian Federal Police (AFP), and Royal Canadian Mountain Police (RCMP) among others. While such co-ordinations yield results, bilateral agreements have been signed with 44 countries.

Aimed at preventing domestic cultivation of illegal drugs, the NCB has destructed nearly 36,000 acres of poppy cultivation and 82,769 acres of cannabis cultivation in the last three years. Drones are being used to map and destroy illicit crops under cultivation in remote hilly areas.

APY, the flagship social security scheme of the Government of India, which was launched on 9th May 2015, with the objective to provide old age income security to all Citizens of India, particularly to the people working in the unorganised sectors, has recently crossed the landmark of 5 crore enrolments. The scheme has done very well in the calendar year 2022 by enrolling more than 1.25 crore new subscribers in comparison to 92 lakh new subscriber’s enrolment in the calendar year 2021.

To date, 29 banks have already surpassed the annual target allocated by the Government of India. In the Public-sector Bank category, Bank of India, State Bank of India and Indian Bank have achieved the allocated targets, while in the Regional Rural Bank (RRB) category, 21 banks have achieved the allocated targets, with the highest achievement by Jharkhand Rajya Gramin Bank, Vidharbha Konkan Gramin Bank and Baroda UP Bank. Public sector banks and Regional Rural Banks together have 89% of the contribution in the total enrolments. In the private bank category, Tamilnad Mercantile Bank has achieved the annual target. In addition to the banks, many states like Bihar, Jharkhand, Uttar Pradesh, Assam, West Bengal, Madhya Pradesh and Tripura have also achieved their annual targets by monitoring from their respective State Level Banker’s Committee (SLBCs).

PFRDA, in line with the saturation drive as announced in by Hon’ble PM in his Independence Day speech of the year 2021, took various initiatives for the outreach of the scheme i.e. Launch of the APY Outreach program and Town Hall meetings pan India. So far, more than 40 physical programs have been conducted at various locations, in co-ordination with SLBCs and RRBs. Engagement with National Rural Livelihood Mission (NRLM), and State Rural Livelihood Missions (SRLMs) is being done for broad basing of APY and enrolling more APY subscribers. Further, many digital initiatives have been taken recently, like the launch of a digital onboarding facility using Aadhaar, the launch of podcasts for creating awareness of the benefits of APY, the launch of a chatbot facility for seeking basic information on APY, the setting up of a help desk for existing subscribers in addition to the help desk for prospective subscribers.

Few positive trends have been noticed in the profile of the subscribers as currently, enrolments of females in the scheme have grown to 45% of total enrolments, in comparison to 38%, as recorded in the year 2017. Similarly, subscribers between ages 18 and 25 years have grown to 45% of total enrolments, in comparison to 32% as recorded in the year 2017. As of date, total assets under management (AUM) in APY are also more than Rs. 25,000 crores.

Under the scheme, a subscriber would receive a minimum guaranteed pension of Rs.1000 to Rs.5000 per month from the age of 60 years, depending on their contributions, which itself would vary based on the age of joining the APY. The same pension would be paid to the spouse of the subscriber after the demise of the subscriber and on the demise of both the subscriber and spouse, the pension wealth as accumulated till age 60 of the subscriber would be returned back to the nominee.

This scheme is open to all Indian-citizen who are between 18 and 40 years and have savings bank accounts in a bank or post-office. From the 1st of October, 2022 any income taxpayer is not permitted to open a new APY account. As per the objective of the scheme, PFRDA is committed to taking total enrolments under Atal Pension Yojana to greater heights and contributing towards making India a pensioned society.

India recorded its lowest single-day rise of 625 fresh COVID-19 cases since April 9, 2020 and reported no death in a 24-hour span, the first time since March 2020, the Union health ministry said on Tuesday.

The country’s infection tally has climbed to 4,46,62,141, while the active cases have declined to 14,021, the ministry data updated at 8 am stated.   The Covid death toll has remained at 5,30,509. On April 9, 2020, a total of 540 new cases were reported in a day.

According to the ministry, no deaths were reported in the country in the last 24 hours in the first such instance since March 2020. A 76-year-old man from Karnataka’s Kalaburagi was the first victim of coronavirus in India. “The active cases comprise 0.03 per cent of the total cases, while the national COVID-19 recovery rate has increased to 98.78 per cent,” the ministry website said. The total number of people who have recuperated from the disease surged to       4,41,17,611, while the case fatality rate was recorded at 1.19 per cent.  According to the ministry’s website, 219.74 crore doses of Covid vaccine have been administered in the country so far under the nationwide vaccination drive.  India’s COVID-19 tally had crossed the 20 lakh-mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one crore-mark on December 19.  India crossed the grim milestone of 2 crore cases on May 4, 3 crore on June 23 last year and 4 crore cases on January 25 this year.
