Highlighting the need to draft laws in clear words to maintain the integrity of the democracy in India, the Home Minister, Amit Shah on Monday inaugurated a training program on Legislative Drafting organized by PRIDE and ICPS for officers of Parliament, State Legislatures, and ministries in New Delhi.

The Home Minister quoted how a temporary provision clause in Article 370 made it an irrelevant law, which had to be removed. He said a law should not be temporary, but instead should have an option of amending it. Under the aegis of Prime Minister Narendra Modi’s leadership, since 2015, over 2000 irrelevant laws were abolished.

During the programme, the Home Minister said, “The draftsman should have a good command over language because it is very important to reflect the spirit of our language, mere translation will not work, but it should convey the message clearly.”

The Home Minister praised the four pillars of the government, as they continue to fulfill their responsibilities to uphold the integrity of our democracy. His speech ended by denoting the importance of drafting laws as per changing times, to stay relevant.

From improving coordination between different government agencies to enhancing vigils across the coastline and destroying illicit cultivation of poppy and cannabis, measures initiated by the Home Minister Amit Shah are set to make Prime Minister Narendra Modi’s “drug-free India” dream a reality well within the “Amrit Kaal” deadline.

Among the prominent measures that include strengthening the institutional framework, ensuring coordination with NARCO agencies and launching a massive awareness campaign to sensitise common people are already yielding results. The value of overall seized drugs rose to Rs 22,000 crore during the 2014-2022 period, more than 30 times the value reported during the last eight years (2006-2013) of the UPA regime.

According to official data, during the 2014-2022 period, a total of 3,544 cases have been registered against those involved in the drug business, nearly double the number reported during the 2006-2013 period. Also, the number of persons arrested trebled compared with the eight years of the UPA regime beginning in 2006. At 3.73 lakh kg, the number of drugs seized more than doubled.

Shah believes that drug abuse, if not eliminated, would make the country’s youth an unproductive burden on society. There is enough evidence to show that drug money finds its way to terror funding.

Shah launched a special drive to prevent the smuggling of the drug through the sea route is yielding tremendous results It is estimated that 60-70% of narcotics drugs smuggled into India find their way mainly through the sea route.
Following Shah’s direction, the Home Ministry has made it mandatory to scan all suspected containers and directed the ministry of shipping to take necessary steps to ensure that there was never a let-up. The management of container scanners and related equipment has also been reminded of the ministry’s zero-tolerance approach to this issue.

At the same time, Shah has also ensured that all suspicious financial documents are analyzed individually, investigations are done, and assets created out of drug money are seized. In 2022, the Narcotics Control Bureau (NCB) conducted a financial investigation in 27 cases where property worth Rs 16 crore was frozen.

An inter-ministerial committee has also been constituted to study the best practices being followed by other countries on the issue of transnational drug trafficking through the maritime route.

Intending to control the international drug mafia, Shah has ensured coordination with international agencies such as Drug Enforcement Administration (DEA), Australian Federal Police (AFP), and Royal Canadian Mountain Police (RCMP) among others. While such co-ordinations yield results, bilateral agreements have been signed with 44 countries.

Aimed at preventing domestic cultivation of illegal drugs, the NCB has destructed nearly 36,000 acres of poppy cultivation and 82,769 acres of cannabis cultivation in the last three years. Drones are being used to map and destroy illicit crops under cultivation in remote hilly areas.

Prime Minister Narendra Modi has been a great believer of participatory democracy. He has always stressed upon direct communication with the people in order to take the process of governance to the grassroots. Inspired by the vision of Hon’ble Prime Minister, the Government of Assam has launched its own newsletter to directly engage with citizens and give people the opportunity to learn about the developmental journey of Assam.

The newsletter was launched by Union Home Minister Shri Amit Shah on May 10 at Srimanta Sankardev Kalakshetra in Guwahati, coinciding with the first anniversary of the present government. The newsletter will enable the people of Assam to stay connected to their government and its policies.

Titled Asom Barta (Voice of Assam), the newsletter, will update readers about the latest programmes and policies of the State Government. Citizens, intellectuals, and freelance journalists will have the opportunity to provide constructive suggestions to the Government of Assam through the newsletter.

The Government of Assam is committed to ensure widespread reach of Asom Barta. In the first phase, the target is to reach one crore readers via various modern technologies such as WhatsApp, Telegram, E-mail, SMS and with other social media platforms. Over 10,000 hard copies of Asom Barta will be printed and delivered on a periodic basis to all State Government offices at the district & block level and to eminent citizens across the country. Assam will be one of the first states in the country to launch its own newsletter and this is expected to bring a new benchmark in direct communication between the government and its citizens.

While functioning under the aegis of Directorate of Information and Public Relations (DIPR), Asom Barta will have its own governance structure operating with an Editorial Board consisting of Editor-in-Chief Shri Bishnu Kamal Bora, Director, DIPR, and four members in namely Shri Wasbir Hussain, Mrs Anuradha Sarma Pujari, Gurmail Singh, and Bijay Sankar Bora. Mrs Sikha Saikia, Sr Information Officer, DIPR, will be there as the member convenor. The Editorial Board shall curate relevant stories and opinion articles.

“The first edition will be an anniversary special. It has 16 pages. Asom Barta will be printed in four languages – Assamese, English, and Hindi to start with,” DIPR Director and Editor-in-Chief of the publication Mr Bora said, while adding that in due course it will be published in Bengali and other regional languages of Assam.

Asom Barta will report implementation of government schemes and effects of its policies at the grassroots while facilitating the people to stay connected to their legislators and government, he said.

“We appeal to the people to subscribe to this publication free of cost by sending a WhatsApp message “Assam” at 8287912158 or by writing a mail to Asom Barta or filling up a form by visiting its website https://asombarta.com and sharing their mail id,” the DIPR director said. He said that people can send their suggestions and grievances on the publication’s mail id or its interactive website for the government to take note.
