Northeast India swings between heavier downpours and longer dry spells, signalling monsoon instability: 52-year study.

A 52-year analysis of India’s weather (1971–2022) finds Northeast India is the only part of the country where short, intense one-day downpours are clearly on the rise.

At the same time the region is seeing more frequent dry spells, a whiplash the authors read as growing monsoon instability.

The study calls for flood preparedness and rainfall-variability management to be the priority for the northeast.

A new national study tracking India’s weather from 1971 to 2022 finds that Northeast India is caught between two opposite extremes, heavier single-day downpours on one side and longer dry spells on the other. The finding covers the region as a whole, which spans Assam, Meghalaya, Nagaland, Manipur, Mizoram, Tripura, Arunachal Pradesh and Sikkim.

The study, titled ‘Evolution of Climate Extremes Over the Indian Subcontinent Using a Revised CEI’ and published in the peer-reviewed International Journal of Climatology by scientists at the India Meteorological Department (IMD) and the National Centre for Medium Range Weather Forecasting (NCMRWF), combined seven separate hazards, among them daytime heat, humid heat, heatwave severity and drought, into a single India Climate Extremes Index built on 52 years of IMD observations, with trends tested using the Mann-Kendall method.

The northeast is the only region where the study finds a clear, statistically significant rise in extreme one-day rainfall, which the authors link to a warming Bay of Bengal, greater atmospheric moisture and the region’s complex terrain. At the same time, dry spells and drought are becoming more frequent.

Taken together, the authors read this as growing instability in the monsoon over the northeast, rather than a simple shift towards wetter or drier conditions.

Forecasting :What the study recommends

The study names strengthening flood preparedness and rainfall-variability management as the priority for the northeast. It argues for a cross-sectoral response across agriculture, water management, health and infrastructure, and for finer-scale monitoring, since averages across the region can mask the localised extremes that drive flood and drought risk. The authors propose the index as an operational tool that agencies can run each year to track where stress is building.

After surviving the devastating floods in Nagaland and sustaining multiple serious injuries, 53-year-old elephant Joymoti has now reached Vantara in Jamnagar. She is currently under specialised veterinary care and receiving treatment for the injuries and health complications she sustained. Joymoti was swept away by floodwaters in Nagaland during the second week of July. She was subsequently rescued by local communities with support from government agencies. The ordeal left her with several injuries, including wounds to her forehead, right ear, the area above her tail, left inner thigh, and abdomen. She also sustained a deep, maggot-infested wound around her external genital area. Her right eye has been severely damaged, leaving her blind in that eye and experiencing persistent tearing.

Adding to these challenges, Joymoti has longstanding lameness in her left hind leg caused by a fracture sustained during logging. The condition affects her mobility and makes everyday activities such as reaching food and water more difficult.

She received immediate first aid and primary veterinary care following her rescue, including wound dressing, pain management, multivitamin and mineral supplementation and supportive treatment. However, the number and severity of her injuries, combined with her age and existing mobility limitations, mean that she now requires a higher level of specialised veterinary intervention.

Her journey to Vantara is being undertaken specifically to address these medical needs. Air transport has been chosen to minimise the time and physical demands associated with a long-distance ground journey, allowing Joymoti to reach a specialised elephant hospital as quickly and safely as possible. At Vantara, she will undergo a comprehensive veterinary examination to assess her overall health and determine the course of treatment. Her care will include specialised management of her wounds and eye condition, along with nutritional, medical and supportive care tailored to her recovery.

A Carefully Planned Medical Airlift: Airlifting an elephant for intensive medical treatment is a first-of-its-kind undertaking in India and requires meticulous coordination between veterinary, animal-care and logistics teams. During Joymoti’s transfer to Vantara, her health and welfare remained the priority throughout the process. Her condition is assessed before the journey, while specialised protocols are followed for her handling, loading, monitoring during the flight, and arrival at the hospital. Every stage was carefully managed to minimise stress, discomfort and physical exertion. For an elephant coping with multiple injuries and mobility limitations, shortening the duration of a long-distance journey is especially important. Air transport helps avoid the physical strain of prolonged ground travel while enabling Joymoti to reach specialised veterinary care in a shorter period.

Building Veterinary Capacity Closer to Wildlife Habitats: Joymoti’s experience also brings attention to the need for specialised wildlife healthcare facilities in regions where animals are exposed to emergencies such as floods and human-wildlife conflict.

To help strengthen local veterinary response, Vantara has proposed three wildlife veterinary care centres in Assam, including a dedicated elephant facility. These centres are envisioned to provide species-specific infrastructure and veterinary support, allowing wildlife requiring urgent intervention to receive appropriate care closer to where emergencies occur.

The proposed facilities would function independently under the Assam Forest Department. The aim is to strengthen local capacity and reduce the need for animals to undertake long-distance journeys whenever specialised treatment can be provided closer to their habitat.

Joymoti’s transfer to Vantara is strictly for medical treatment and is not a permanent relocation. Once she has recovered and is medically fit to return, she will go back to her natural habitat.

For now, the priority is simple: giving Joymoti the specialised treatment, nutrition and support she needs to recover and regain the best possible quality of life.

The VAANI Deaf Children’s Foundation recently hosted a powerful conference in Guwahati, Assam, bringing together stakeholders to explore ways to empower deaf children and their families. The event, “Limitless Horizons: Holistic Pathways to Resilient Futures for Deaf Children and Their Families,” focused on building a more inclusive future.

The foundation’s work in early newborn screening, educational support, and vocational skill building is making a real difference in the lives of hearing-impaired youth across India. The conference highlighted the importance of integrated support systems, parent leadership, and deaf youth empowerment.

Key highlights included discussions on newborn hearing screening, parent networks, and pathways for deaf youth to pursue higher education and employment.

On the occasion, Executive Director Sumedha Vijaylaxmi Joglekar of VAANI Deaf Children’s Foundation said, “When deaf children have full access to language, education, and community, they don’t just succeed, they lead.”

A Key consultative meeting on Strengthening Child Protection was held at National Law University (NLUJ), Amingaon, Guwahati.

In a major step towards strengthening national water security and regional development, the people of Karko village in Upper Siang District on Sunday signed a Memorandum of Understanding (MoU) with the Government of Arunachal Pradesh, extending their support for the preparation of the Pre-Feasibility Report (PFR) for the Siang Upper Multipurpose Project (SUMP), a project of national importance.

The MoU signing programme was held at the Meeting Hall of the DC Bungalow, Yingkiong. The MoU was formally signed between Shri Dumiin Nokar, on behalf of the residents of Karko village, and Shri Talo Jerang, Deputy Commissioner, Upper Siang District, representing the Government of Arunachal Pradesh, in the presence of village residents and senior officials.

The programme was attended by Shri Ninnong Ering, Advisor to the Hon’ble Minister (Hydro Power)-cum-Hon’ble MLA, 37-Pasighat West Assembly Constituency, and Shri Alo Libang, Advisor to the Hon’ble Chief Minister-cum-Hon’ble MLA, 34-Tuting–Yingkiong Assembly Constituency, along with senior officials of the district administration and the Hydro Power Department.

Among the other dignitaries present were, Chief Engineer (Siang Basin), DHPD, Er. Karom Preme; Joint Secretary, Hydro Power Department, Shri Hage Lailang; Superintendent of Police, Upper Siang District, Shri Token Saring; Nodal Officer (SUMP), Er. Atek Miyu and Superintendent Engineer (DHPD), Jengging, Er. D. Kamduk.

The MoU signing marks a significant milestone in advancing the preparatory phase of the Siang Upper Multipurpose Project, underscoring a process rooted in informed consent, sustained dialogue and community participation, while ensuring due consideration of environmental and social concerns.

Addressing the gathering, Shri Ninnong Ering, Advisor to the Hon’ble Minister (Hydro Power)-cum-Hon’ble MLA, 37-Pasighat West Assembly Constituency, stated that the agreement reflects the Government’s scientific, transparent and responsible approach towards development. He emphasised that the preparation of a detailed PFR is a critical first step to comprehensively assess technical feasibility, environmental impact and social implications, while safeguarding national security and long-term strategic interests.

Speaking on the occasion, Shri Alo Libang, Advisor to the Hon’ble Chief Minister-cum-Hon’ble MLA, 34-Tuting–Yingkiong Assembly Constituency, reiterated that the Siang Upper Multipurpose Project holds immense long-term significance for Arunachal Pradesh and the nation. He highlighted that the project is envisioned to strengthen energy security, improve flood moderation and contribute to overall regional development, while ensuring that the rights, welfare and active participation of local communities remain paramount.

The residents of Karko village expressed appreciation for the Government’s consultative approach and awareness-building initiatives, and reaffirmed their cooperation during the PFR-related activities of the project.

The MoU signing reflects continued cooperation, transparency and mutual understanding between the Government of Arunachal Pradesh and the people of Karko village in taking forward the preparatory works of the Siang Upper Multipurpose Project.

The event will present a holistic portrayal of the State’s identity by seamlessly blending culture, cuisine, crafts, destinations, handlooms, textiles, and handicrafts under one roof.

A major highlight of the event will be live craft demonstrations, where master craftsmen from Odisha will create traditional handicrafts in real time, offering visitors a rare opportunity to witness the artistry, techniques, and heritage behind Odisha’s renowned craft traditions. Indus Towers Limited, one of the world’s largest telecom infrastructure companies, today inaugurated seven new sanitation facilities in Kamrup, Mankachar, Goalpara, Barpeta, Darrang and Jorhat. The new facilities were inaugurated at by Dr. Ranuj Pegu, Hon’ble Minister of Education, Government of Assam, and Mr. Rajender Gurung, Circle CEO – NESA, Indus Towers Ltd., at an event held at Satgaon High School, Guwahati.

Aligned with the Government of India’s Swachh Bharat Abhiyan, this hygiene and sanitation initiative is a part of Indus Towers’ flagship Corporate Social Responsibility program, ‘Pragati’.

Dr. Ranuj Pegu, Hon’ble Minister of Education, Government of Assam, said, “Access to proper sanitation plays a crucial role in promoting health and safety, especially for young girls. I appreciate the efforts of Indus Towers Limited and NEAID in improving school infrastructure in Assam. This initiative is well aligned with the objectives of the Swachh Bharat Abhiyan, and I look forward to seeing its positive impact on students’ well-being and attendance.”

The project addresses two critical pillars of girl child education – infrastructure and awareness. Alongside the construction of hygienic washrooms, the program includes comprehensive menstrual hygiene workshops designed to break social taboos and equip students with essential health knowledge, thereby cultivating confidence and informed decision-making.

NABARD Assam Regional Office which has been promoting various number of Farmer Producer Companies in the entire state of Assam in order to uplift the socio-economic development of farmers as well as increasing their productivity of agriculture and allied produces.

11 number of Farmer Producer Companies have been selected from 03 districts – Nalbari, Morigaon and Barpeta of Assam in which a total number of 30 farmers, BODs, CEOs and associated stakeholders will be attending a 4 days training Programme & Exposure Visit to BIRD (Bankers Institute of Rural Development), Lucknow from 24th June till 27th June 2025.

In this regard, in order to kick-start this journey from Assam, a FLAG OFF event was organised at NABARD office DISPUR under the chairmanship of honourable CGM, NABARD Mr Loken Das. Guest Speakers from Coconut Board, SELCO foundation, NABKISAN were also invited to the event to make awareness of their schemes to the farmers in order to have a convergence in near future.

During the event, CGM NABARD Mr Loken Das interacted with the participants and highlighted why this TRAINING and exposure visit is important for them. He also highlighted that we should focus more on agriculture, cultivation, increase productivity in our own land (Assam) and even try to develop our own products through advanced and precision farming.

Further, it has been also noticed that migration of Assamese Youths to other states / cities in search of a job is common nowadays which is not a good sign for the state. So, we should try to reduce the migration of the young generation from Assam to other states and should focus on our own at our own land (Assam). added Shri Loken Das.

Further, AGM NABARD Mrs Bhama Deuri who was present in the meeting took a note and discussed the current and real issues / challenges faced by the farmers, farmer producer companies.

Mr P M Das who is taking care of these 11 FPCs as CBBO since 2024 described that – the outcome of this training and exposure visit will enable the farmers –

a. To manage their Farmer Producer Companies in terms of proper documentation.
b. Will help the farmers for an effective and efficient process / way of cultivation and increasing productivity.
c. Will help the farmer producer companies towards Credit linkages with Banks and other financial institutions.
d. Will help the farmers for convergence with other Govt. schemes and projects.
e. Will also help the farmers for creating market linkages through branding of their products, export, online sales and marketing etc
